A digit can land in the first position, the second, the third or the fourth, and frequency lives per position — the 8 that is hot in the first slot is a different count from the 8 in the last.

Ohio draws Pick 4 twice a day, and the midday and evening draws are completely independent of each other. They are not two halves of one thing, and neither slot is luckier — the machine has no idea whether it is noon or night.
